How do i make a hollow point cartridge out of a standard cartridge safely?
You don't. Unless you bullet cast then reload your cartridges, you can't do that safely. That would be like smoking while filling up your car. You just don't do it. NEVER drill live rounds. If you are an expert bullet caster, and you REALLY know what the hell you're doing, then you can make you're own hollow points. Otherwise, just buy some. They're not that expensive that I would risk my hands to make my own crappy version.
